The approval of eiDAS 2.0 is a step forward. We now need to carefully monitor the implementation because - in spite of the good intentions - there were several concerns w.r.t. eiDAS. 1) for the CAs: the risk of undermining the web ecosystem by introducing government-approved CAs that can bypass the vetting processing by the browsers and by making it potentially more difficult for browsers to perform additional security verifications; the governance of these government-approved CAs and the steps taken when abuse by such CAs would be detected. 2) for the digital wallet: who collects which information for which purpose - do users get strong unlinkability or does it facilitate large-scale data collection on citizens? Some of these concerns were the consequence of last-minute additions during the trilogue that are unfortunately possible by the lack of transparency in some of the EU procedures. In the last months, these concerns have been somewhat mitigated by updates to the recitals and by a statement of the commission in reaction to feedback from NGOs and academics. But what really counts of course, is what happens in practice. The devil is in the details and we will need to monitor closely the systems that are being built and deployed.

This is a huge step for all European citizens, businesses and consumers. This wil radically change the way we live and work. All citizens and consumers get the right to use a privacy-preserving digital wallet which will give them control over their own data. Voluntary. Free forever. All organisations will be able to receive data and documents that they can automatically verify to be authentic and trustworthy, and process automatically. Huge cost savings. Eliminates tampering and fraud. I dare to say this is as big as the decision to adopt the Euro in 1999.

The new eIDAS 2.0 regulation, which also brings with it the creation of European Digital Identity Wallets, was officially approved by the European Parliament today, 29 February 2024, after a long phase of trilogue and technical and political negotiations. For Italian and European citizens it is a great day, the impact of this regulation, often underestimated by non-experts in the sector, affects our fundamental rights of digital citizenship, our identity, our privacy, our security, our everyday life , the time spent by us and our loved ones on administrative procedures, our being truly European with interoperability between different EU countries, the opportunities and power given to European players compared to those overseas, with related industrial and geopolitical consequences . The new version brings with it interesting news and many European and national implementing acts are expected in the coming months which will outline in more detail what awaits us. Only a few days ago the Italian Government officially announced the public IT Wallet with further news regarding the role of Italian players who manage the foundations of critical services for Italian citizens. Personally and as Intesa, a Kyndryl Company, with the colleagues of the Solution team that I have the honor of leading, we are already proudly and actively present on the piloting working groups of the Potential consortium and we are already at work to imagine and define the new solutions, grasping the significant opportunities that will be created for us QTSP and for our customers. Now a profound revolution and many challenges await us as private providers and as Italian and European citizens. In Italy we are in the privileged position of already having Italian and European players with significant industrial skills developed that can be exploited and a vast use of these tools by citizens as the data from Osservatori Digital Innovation well demonstrates digital identity observatory, now it's up to us to be able to make capitalized most of the industrial expertise and lessons already learned. Personal and heartfelt thanks for the work carried out, at times exhausting, by colleagues who I believe have made a concrete and decisive contribution to all this and who I am sure will continue to make in the coming months in our institutions: DG Connect, eIDAS expert group, DTD, Agid and IPZS and whom I avoid naming specifically for their respective institutional roles. 29/02/2024: eIDAS 2.0 has been adopted! This is a day that is going to be easy to remember. A bright paperless future awaits us.
